Medyo maagang papasko mula kay President Gloria Macapagal Arroyo para sa milyon-milyong nangungupahan ng tirahan sa buong PILIPINAS! It’s a big relief for an estimated 1.5 million tenants in the National Capital Region (NCR) and highly urbanized cities with rent ranges up to PhP10,000/month and in areas with rent ranges up to PhP5,000/month.

President Gloria Macapagal Arroyo has signed the Rent Control Law or Republic Act No. 9653, otherwise known as the Rent Control Act of 2009, which will protect more than 1.5 million tenants from indiscriminate rent increases.The enactment of what is actually the consolidated version of Senate Bill 3163 and House Bill 6098, was held in simple ceremonies in MalacaƱang Palace today July 14,2009.

Based on the 2006 Family Income and Expenditure Survey, about 1.6 million families are renting nationwide with about 1.55 million or 96 percent paying monthly rent of PhP10,000 or less. For a period of one year from the effectivity of the new law, no rent increase shall be imposed in any residential unit covered under the Act. After such period until December 31, 2013, the increase in rent should not be more than seven percent annually as long as the unit is occupied by the same tenant. When the residential unit becomes vacant, the owner may set the initial rent for the next tenant.

However, in case of boarding houses, dormitories, rooms and bed spaces offered for rent to students, increase in rental should be allowed only once a year. Under the new law, owners of residential units are allowed to impose not more than one month advance rent and not more than two months deposit.

Covered under the Rent Control Act of 2009 are dwelling units in the National Capital Region NCR and highly urbanized cities whose monthly rent ranges up to PhP10,000; as well as units located in other areas whose rent ranges up to PhP5,000.

The Department of Interior and Local Government DILG and the Housing and Urban Development Coordinating Council HUDCC, in coordination with other concerned agencies, are tasked to conduct a nationwide information drive on the provisions of the new rent control law. One good provision of the new rent control law is the 7% ceiling that residential unit owners can impose on yearly increases until December 31, 2013 and here’s the catch: They can only inrease their rentals after a one year moratorium when the law takes effect. The Rent Control Law was authored by Senators Juan Miguel Zubiri and Rodolfo Biazon in the Senate and Speaker Prospero Nograles, Representatives Rodolfo Valencia, Teodoro CasiƱo and Amado Bagatsing in the House of Representatives.
